&lt;p&gt;The river partially connects Lake Michigan and Lake Huron to Lake Erie.&lt;/p&gt;
&lt;p&gt;International Joint Commission Public Affairs Advisor John Nevin said Erie’s lower elevation makes the Saint Clair River act as a drain.&lt;/p&gt;
