Feds won't let Enbridge restart pipe

Federal regulators have told Enbridge Energy Partners the company needs a better plan before it can restart its 6B pipeline, where an oil spill July 26 dumped as much as a million gallons of crude oil into a creek and the Kalamazoo River.
