Accepting a water level plan just because it's an official plan is not easing the minds of people looking out onto a low St. Lawrence River. And a monthly bulletin prepared by the Canadian Hydrographic Service, Fisheries and Oceans Canada, states all of the Great Lakes and Montreal Harbour are now below all-time average levels for this time of year - with low projections dipping below all-time levels and highs barely reaching average means. |
