While Central Elgin is set to take ownership of Port Stanley harbour this fall, it could take a decade, and plenty of cash from upper-tier governments, before plans to transform the lakeside area become a reality. CAO Don Leitch said a transfer agreement between Transport Canada and Central Elgin will come before council in September. At that point, the muncipality will officially own the harbour. |
