Proposed phosphorus restrictions could cost billions
State municipalities might spend up to $4.3 billion, and the Milwaukee Metropolitan Sewerage District alone might spend $500 million or more, to build new filters needed to comply with proposed restrictions on the amount of phosphorus discharged by sewage treatment plants, MMSD executive director Kevin Shafer said Tuesday.
