Waukegan mayor hammers home harbor cleanup plan

There was a time when the sight of a Waukegan mayor taking a sledgehammer to the Outboard Marine Corp. plant would have been unthinkable.

The enormous factory was once the pride of the city; OMC was one of its major employers. At its peak in the 1970s, more than 5,000 workers built marine engines at the lakefront plant.
